Phlomis lanata

A dense dwarf evergreen shrub from Crete, where it shares habitat with, amongst many other good things, Ballota pseudodictamnus. The softly hairy foliage is very small, olive green above, on golden-yellow stems. Masses of yellow flowers with brown hairs are seen in early summer. Hardy throughout most of the UK and very drought tolerant. Sun and well drained soil.
