Seseli rigidum

From rocky, well drained sites from the North Balkan Peninsula to Romania, this is a hardy perennial umbellifer forming basal rosettes of highly attractive, finely divided glaucous foliage composed of very narrow segments. Branched inflorescences composed of dense 'buttons' of pure-white flowers in domed umbels in summer to 1m high, though lower if treated mean on very poor well drained soils. Very drought tolerant and best suited to a well drained soil in sun, though I have found it laps up summer moisture happily.
